BRIGHT For Women

The lack of EU migrant women’s participation in the social and democratic life of hosting communities is deeply connected to their “invisibility”: the absence of social and labour integrated policies, without a thorough gender and culture-sensitive approach is a correlated cause. The need of inclusion policies is especially referred to those EU women not regularly employed (e.g. employed in the grey area) who are difficult to contact and record in official databases.

About 110.000 Romanian women and men are employed in agriculture in Italy. Over 57% are women. They are often subject to burdensome employment conditions and are excluded from welfare services and from civic participation. They tend to live in farms, isolated in the deep countryside, in crumbling shelters.

The solution

BRIGHT supports the access to gender responsive public services, (social housing,

public transport to the workplace, community solutions for childcare), for Romanian and

Bulgarian women employed in low standard labour sectors in Southern Italy. The core

methodology is the adoption of the Public-Public Partnership Agreements (PuPs) as the result of a

collaborative process among local institutions, citizens, employers, trade unions and

CSOs to identify common needs and co-design services.

BRIGHT adopts PuPs in 4 hosting communities from the Ionian Arch, including Basilicata, Puglia and Calabria, to improve the work and life quality of women workers employed in in agriculture.

This will increase their awareness and participation in local civic activities throughout the co-design of communities-based services. The BRIGHT model fosters the adoption of participatory

governance systems in other 5 EU local authorities to enable the participation of EU mobile

citizens in decision- making processes.

Also,  peer to peer actions and online/offline campaign, in Romania and Bulgaria, will create the link between sending and hosting countries and inform women about EU citizenship rights.

BRIGHT in numbers

– 800 Romanian and Bulgarian women working in agriculture in Italy will benefit from the activation of 4 gender responsive public services;

– 8 Romanian and Bulgarian women will be trained as community leaders in Italy;

80 Romanian and Bulgarian women working in agriculture in Italy will participate in the Community Labs to learn how to participate in the decision making process and interact with local authorities

– 20 representatives of Italian local authorities, 20 employers and 20 members of CSOs and

mobile associations will be involved in the PuPs Agreements;

– 5 EU local authorities will join the training programme to adapt the PuPs Agreement to their context.

– in Romania and Bulgaria, 400 women will receive information about EU rights and labour standards

– in Romania and Bulgaria, 60 women will became Local Labour Mediators

When

The project will be implemented between November 2019 and February 2022.
